vrf SYSTEMTIME

Of course, since the SYSTEMTIME structure is nothing but a struc of eight
WORDs (unsigned short), it can easily be represented by an array of 4 int32.
IOW no dll necessary. OTOH actually *accessing* this array in a meaningful
way is a little tricky, but we've been through all the HIWORD LOWORD stuff
before.
