Check the "Lock Panel Position" option in the properties of your larger
panel, this will stop it coming forwards when the user clicks on it.

What's the best way to keep a panel on top? I made a user function with an
OK button, but it pops up over a larger panel. When the used clicks in
that underlying panel, the OK button is hidden, and the program is stuck...
