Isnt it becoming a lit bit easier with .net now to do these windows apis,
and shouldnt you do a "VEE7 beginners guide with .net programming ? "

what can be also a key to your solution:
Use a batch-file for starting VEE. In this batch file you can check for a
dummy file, which is renamed just before launching VEE and which is renamed
back after closing VEE. If the file is present, there is no copy of VEE
running, if you can`t find the file VEE is running actually and you should
not be able to launch it again.
