I checked the entry on my computer and found
"C:ProgrammeAgilentVEE Pro RunTime 6.2\veerun.exe" "%1",
the same as in [HKEY_CLASSES_ROOTVEE.RunTimeProgramshellOpencommand].
I changed the entry to "C:ProgrammeAgilentVEE Pro 6.2\vee.exe" "%1",
but it did not solve the problem.
Re-booting the computer did not help either.
By the way this reminds me, that there is a bug in the installation software
of VEE6.2. I first installed VEE6.2 development version and this seemed to
work fine. Then I installed VEE6.2 runtime version. Double clicking on *.vee
files then started the runtime version instead of the development version.
This mistake is new in VEE6.2.

As far as I can remember this was due to a wrong entry in the registry.
Check your entry under
[HKEY_CLASSES_ROOTVEE.ProgramshellOpencommand]
mine is:
"C:ProgrammeHewlett-PackardVEE 5.0vee.exe" "%1"
including all the quotation marks. Especially around %1
