Well, it's not quite programatic, but an execute program pc goes something
like this:

cmd /c netsh interface ip set address "LAN" static 192.168.0.100
255.255.255.0 192.168.0.1 1

Oh MY!

cmd /c - AFIK this only works on nt so the name of the command processor is
cmd. /c means execute this command and go away.

netsh - net shell

interface - select interface subcommands.

ip - select ip subcommands

set address "LAN" - set the address of the adapter named "LAN". This is the
name shown in the network connections control panel. By default it's "Local
Area Connection". Then they start appending numbers. These numbers show how
many times that adapters have been installed. Sometimes it's fun to see how
hi a client can climb before they call in a panic. Anybody ever seen over
Local Area Connection 10?

static - make this adapter have a static ip (dhcp works also, in which case
this is then the end of the command. Windows will take it from there.)

192.168.0.200 - the ip you want to set the adapter to.

255.255.255.0 - the subnet mask.

192.168.0.1 - the gateway (or none works too)

1 - the metric.

You know, in spite of digging around for a long time I've never found out
how netsh does this particular trick. If anybody knows please let me in on
it.
