I have just been giving a GIPB-USB-B.
I already have NI software, so NI-VISA was already installed on my PC
(Win2000).
The interface installed just like the PCI NI GPIB cards. (In fact I had
less problems) and the VEE IO manager picked it up with out any problems.
I haven't checked, but I think the install disk, may have NI-VISA on it.

I'm fairly certain that you *MUST* use NI-VISA to talk to any NI Interface.
You may have Agilent VISA installed in the side-by-side mode in addition to
the NI-VISA.
