About the only thought I have is this sounds like one severely broken
machine!
Before you do anything else, I would try the same thing on a completely
different machine (unfortunately I/O hassles will ensue). Wrong fonts?
Window text not appearing (which also could be a wrong font btw)? Bogus list
view? Gray box? BLACK LINE?? Do any other applications have any problems
under this account?
It sounds like the power user profile is severely screwed up. Try adding a
new user (if you want to start troubleshooting the original machine) as a
power user. Log on under that account and see if you can run things. If
nothing untoward happens I'm clueless.
If the new power user account has problems, see if the machine is part of a
domain. If so ask IT what the heck is going on with the PU profile. If not,
then it appears that the PU profile is wasted on the local machine. Check
the System and Application logs for clues: Control Panel, Administrative
Tools, Computer Management->Event Viewer, Application and System.
You can check the local security settings (Local Policies specifically, User
Rights Assignment and Security Options) but I don't think there's really
anything there that can cause this kind of behavior. I also don't think
there are any VEE installation issues that can trash something so bad.
My best guess is that user's registry hive is toast, either on the local
machine or it's being corrupted by the domain. If this black line business
is not a clue that Agilent can shed light on, then there is something really
wrong. I've never heard of anything like this before.
Good luck however, and if you ever find out what's wrong without wiping out
the machine and reinstalling Windows, DO TELL! This one is going in the
CompuLog for sure.
Speaking of reinstalling, I guess you might want to go for wiping out VEE
(completely - not just uninstalling but removing everything from the
registry and file system) and reinstalling that first. Bizarre! I hope
somebody else can come up with a simple fix.
