Certainly. The target of the CreateProcess must be vee.exe for the development environment and veerun.exe for "secured" programs (.vee and .vxe respectively).
Alternatively you could use ShellExecute or ShellExecuteEx with the target .vee or .vxe filename and the "open" operation verb. -SHAWN-
