VEE BEEP Only Generates Click On Win95

* We have had multiple reports of VEE 3.2X not generating a proper BEEP with
the BEEP object (all you get is a click) on Win95 ... examinations of our
systems here seem to confirm this.

The response to this problem from the lab earlier was that this was a
function of the sound hardware on the PC.  However, running the following
QBASIC program generates the expected sounds, so it is clear the PC hardware
is functioning properly.
