You will be hard pressed to find an instrument driver for
the 11713 because it's just too simple a box to program.
Use Direct I/O, it's very easy.

It has 10 switches (0-9).  To turn any "ON", send a text
string with an "A" followed by the switch number(s) you
wish to set.  For example "A24680" would set every other
one on and leave the state of the others unchanged.  To
turn them off, use "B" in the same way.  These can be
combined in the same string like "A123B678".  1, 2, & 3
go on and 6, 7, & 8 would go off, the rest are unchanged.

If it's driving a programmable attenuator, you will have
to figure out the binary code yourself to get the level
of attenuation you want.

That's all there is to it.  You can't do anything fancy
like read the state of a switch to see if it's on or off.
(Which would be a very nice feature as I like to change
settings manually via the front panel sometimes, but the
program can't see what I did.)

Good luck,
