Disconnecting a serial port so another program can use the p

I want to have two programs access the same com port. One of the programs is
an HP Vee application that imports the actual library that uses the com
port. The other program is a dos program that is run from within the HP Vee

I want to be able to use the com port from the HP Vee application and then
have the DOS program use the port and then finally the HP Vee application. I
thought that by deleting the HP Vee library that utilized the com port I
could free up the com port but this does not happen.

Can anyone suggest how to programmatically get an HP Vee application to let
go of the port?
