The first thing to check is the ouput of /etc/dmesg (or /usr/sbin/dmesg
on 10.X) for 2 lines that say something like:
SICL: Internal s7XX RS-232: Initialized ...

I suspect you either won't see this, or it will say failed.
The "address" field in is *very* model dependent,
what model 7XX do you have?
