I wasn't too sure of the question myself, but on further investigation the
answer doesn't change ... you set up two device entries in VEE for D9600 and
D19200, and then you can select different DIO objects for either 9600 or
19200 baud operation.

This means that if you have the following operation:

   +-----------------------+
   |      DIO / D9600      |
   +-----------------------+
   | WRITE TEXT "ONE" EOL  |
   +-----------+-----------+
            |
   +-----------+-----------+
   |      DIO / D19200     |
   +-----------------------+
   | WRITE TEXT "TWO" EOL  |
   +-----------+-----------+
            |
   +-----------+-----------+
   |      DIO / D9600      |
   +-----------------------+
   | WRITE TEXT "ONE" EOL  |
   +-----------------------+

As the execution flows from DIO object to DIO object it will establish the
parameters defined for that device.  According to the lab guy, there is no
specific transaction required in any of the DIO objects to establish the
serial-parameter state in the hardware.

However, since we've never actually seen anybody do this before, we could get
some surprises.  Please stay in touch.
