I did some checking and here is what I know:

% By default, VEE 4.0 is shipped with CD-ROM only.  A special option (AA8)
   is required to get floppies.

% I presume that since we have shipped upgrades for those on support
   services (and have only just begun to ship product as such) that you
   got this as an upgrade.

   If your upgrade services are option UA8, you are supposed to get floppies.
   If your upgrade services are option UAF, you are supposed to get CD-ROM.
   If you got the wrong media for your option, we need to talk further.

% The Instrument Drivers are on CD-ROM because it was deemed impractical
   to put the new Plug&Play drivers on individual floppies.
