March 1998 issue of Test & Measurement World. Here's the description from

Write Your Own Instrument Finder

Summary: HP's Web site offers a free evaluation copy of HP VEE for Windows;
the program includes an instrument finder DLL that you can incorporate into
your instrument-control software. This article explains how to work with the
DLL; it also provides some sample C++ code that is available on this Web
site (see the Software section).
