Just purchased 16454A Magnetic Material Test Fixture.
Is there a way to use 1645A test fixture with PNA Network Analyzer N5225A ?
If Yes, how can I set that up ?
If Not, what analyzers should I use ?

It looks like your test fixture is designed to work well with the E4991B and the E4990A.

Whilst not supported on a PNA, there are almost certainly ways you can get around it.
Whilst not stated in that document, I'm pretty sure it is supported on the 1.8 GHz HP 4291B I own - well technically, my company,. Kirkby Microwave, owns it. If I did not have such a hangover, I would look! You basically calibrate at an APC7 plane, then add the fixture. The 4291B works on the RF-IV principle, rather than the bridge of a VNA.
The radio amateur Kurt Poulsen firstname.lastname@example.org (OZ7OU) has done a lot with making fixtures similar to the HP/Agilent/Keysight one, and using them with the low cost VNWA, which is a 1300 MHz VNA. I'm sure if you contact Kurt, you will find how to use such a fixture with a vector network analyzer. He has written some material on it, but again an overdose of C2H5-OH last night means I don't feel like hunting for the material. Kurt is very helpful.
